What West Hollywood's housing means for your roof
This city is apartment buildings, in two waves. The 1920s and 1930s gave it the courtyard block, Spanish Colonial Revival and Art Deco, thickest around Fountain, Harper and Havenhurst. Leland Bryant's Romanesque Villa Apartments went up on North Harper in 1928 and the type runs all through those streets. From the sidewalk they read as tile roofs. Get up there and the tile is a visor on the street elevation and a cap on the entry tower, with a flat deck behind it draining to scuppers. The second wave is the dingbat, the 1950s and 1960s stucco box with the parking tucked underneath, flat wall to wall, hot-mopped when it was new and cap sheet or single-ply now. On either one the failure is almost never out in the field. It shows up at the parapet where the flashing sits in cracked stucco, or at a scupper where years of grit have built a pond.
Here is the part that catches owners out. On an occupied residential rental property the building permit sits on hold until Rent Stabilization clears it. You file a Tenant Habitability Checklist with the permit application and the division reviews it. Most re-roofs clear at that stage. If the answers to the checklist's five questions are all no, you sign it and submit it, and what you owe after that is a Notice of Construction given to every tenant household and posted near the building entrance ten days before work starts. A full Tenant Habitability Plan comes in under section 17.30.010 for a narrower set of jobs, among them seismic strengthening work under chapters 13.28, 13.32, 13.36 and 13.40, and work that would leave an occupied unit uninhabitable. That one carries a $100 fee and ten business days of review, and the permit stays held until it clears.
Two more local rules move the calendar. Section 9.08.050(d)(1) of the noise ordinance bars construction between 7:00 p.m. and 8:00 a.m. on weekdays, which leaves 8:00 a.m. to 7:00 p.m. to work in. Saturday is interior only inside that same window, and section 9.08.030 defines interior construction as work taking place entirely within a structure enclosed on all sides with the windows and doors installed and closed. A roof does not qualify. Sundays and the listed city holidays are out. Where there is no room on site, the debris box goes in the street, which the city lists as construction debris container staging and puts under an encroachment permit from Public Works Engineering. Figure about ten business days per review cycle there, and No Parking signs up and verified at least 72 hours before the start.
Check the survey before you order materials. The city adopted its preservation ordinance in 1989 and has designated 90 cultural resources, and the surveys reach much wider than that. The 2008 multi-family survey looked at about 2,160 properties in the R2, R3 and R4 zones built before 1961, and the 2016 commercial survey covered commercial, institutional and industrial buildings built before 1975. A property flagged in the permit system as potentially historic needs a certificate of appropriateness from Current and Historic Preservation Planning before a re-roof permit will issue. A property that is not flagged can get that permit over the counter. The city learned the difference in public at 8001-8003 Santa Monica Boulevard, a one-story Spanish Colonial Revival building from 1922 that the 2016 commercial survey had picked up and the permit system had not yet flagged. On November 3, 2017 it issued an over-the-counter permit to tear the tile off down to the sheathing and install dimensional shingles. The red clay tile roof, the coping, the circular roof towers and a notched wood beam over the breezeway went with it, and in August 2020 the council let the building's removal from the survey stand.

The flat and low-slope line is the one that matters most here. Where a building lands inside it comes down to things you can see from the street. There is rarely anywhere to park, so the tear-off usually leaves through a street the city has to sign off on first. On an occupied building the checklist comes before the permit, and tenants are in and out all day while the work runs.
Common questions about roofing in West Hollywood
Is my West Hollywood building in a fire zone now?
Look up the address, because the answer changed and it changes block to block. Before this round the city had no Very High zone at all. CAL FIRE's jurisdiction record for West Hollywood now shows about 168 acres of Very High, 87 acres of High and 96 acres of Moderate in a city of about 1,210 acres. The council adopted the state fire marshal's map for West Hollywood, dated March 26, 2025, by adding section 14.04.060 to the code. Reading that adopted map street by street, Sunset Boulevard is Very High for nearly its whole length through the city, and so is the hillside above it. The band also drops south of Sunset across the western half, which puts most of Alta Loma Road and the upper end of Holloway Drive in Very High. Below that comes High, then Moderate, and then no zone at all along Melrose, Beverly, Fairfax, La Brea and almost all of Santa Monica Boulevard. One street can hold three classes: Larrabee Street starts with no zone at Santa Monica Boulevard, picks up Moderate, then High, then Very High by the time it reaches Sunset. High and Very High both bring in the California Wildland-Urban Interface Code, which took these rules over from Chapter 7A of the Building Code on January 1, 2026, and with it a Class A rated roof assembly and ember-resistant vents. Moderate on its own brings none of that. The other trigger under section 101.3.1 of that code is a state responsibility area, and no part of West Hollywood sits in one.
I own the building. Do my tenants have to move out for a re-roof?
Usually not for the roof itself. Under section 17.52.110 relocation benefits are owed when the landlord has to temporarily take a unit back to comply with housing, health, building or safety law, when a government agency orders the tenant out, or during fumigation that cannot be done with people in the unit. A tear-off and re-cover normally leaves the units livable overnight, so tenants stay in. What the paperwork has to answer is how you keep them dry, how you hold noise and access inside the rules, and where they park while the box and the trucks are on the street. On the jobs that need a full plan, section 17.30.020 puts that last one on the landlord: alternative parking within a reasonable distance if the work blocks tenant parking between 7:00 p.m. and 8:00 a.m., or a reimbursement for street parking permits if it only blocks it outside those hours. My neighbor across the street pulled a City of Los Angeles permit. Why is mine different?
Because the city line runs down the middle of some of these streets. Your permit comes from the West Hollywood Building and Safety Division, in the Community Development Department at 8300 Santa Monica Boulevard, and since August 19, 2024 the submittal runs through the city's own Permitting and License Portal. Anything submitted on or after January 1, 2026 has to meet the 2025 California Building Codes and the 2026 Los Angeles County amendments as West Hollywood adopted them. Fire runs the other way. The city contracts its fire service to the Los Angeles County Fire Department, out of Station 7 at 864 North San Vicente Boulevard and Station 8 at 7643 Santa Monica Boulevard. A roofer who works mostly in Hollywood may not have the portal, the Rent Stabilization hold or the Saturday rule built into his schedule, and you feel that in the start date.
