Beverly Hills does not permit a wood roof anywhere in the city, and its own Building and Safety plan notes call for a Class A assembly on every house whether or not the parcel sits in a fire zone. In March 2025 the state pushed the Very High zone south of Sunset for the first time and gave the city High and Moderate zones it had never carried. So on a lot of roofs here the fire map changes the vents and the eave detail, and the covering was never the question.

Beverly Hills is its own city with its own building department, and it writes roofing rules on top of the state's. Two of them settle much of a quote before anyone gets on the ladder. No wood roof is permitted anywhere in the city, and the standard Building and Safety plan note calls for a Class A assembly on every house, fire zone or not. Then in 2025 the state redrew the fire map and moved the line south of Sunset.

What Beverly Hills housing means for your roof

The city was subdivided starting in 1907 and then sat quiet. Its own historic resources survey puts the real growth in the 1920s, when period revival architecture ran the decade, and it describes the Spanish Colonial Revival roof plainly: low pitched, red tile, little or no eave overhang. That is a lot of the flats. On those houses the tile is rarely what fails. Water crawls across a shallow pitch and stands in the pans, so the underlayment gives out while the tile above it still looks right from the sidewalk. The usual fix is a lift and relay. Sound tile comes off, new underlayment goes down, the same tile goes back.

The same survey found Tudor and English revival, French Eclectic, and the Hollywood Regency style the city is tied to, including the vogue for mansard roofs that came out of Beverly Hills remodels in the 1940s. Each of those moves the leak off the open field. Steep cross gables push water into valleys. On a flared hipped eave the trouble sits at the transition. A mansard is a near vertical roof plane detailed like a wall, and water finds the joint where that steep face meets the flat deck behind it.

Above Sunset the roof is a different animal. Trousdale Estates was subdivided out of the old Doheny ranch in 1955, and the city's historic resources survey records it that way. A 2024 planning report on a Robert Lane lot describes the houses around it as predominantly one story. So a lot of what you are working on up here is low slope, membrane or cap sheet. Ponding gets answered with tapered insulation and where the drains sit, because adding pitch is rarely on the table. The canyon streets add the rest, narrow and steep with nowhere obvious to put a truck.

Plenty of houses up Benedict, Coldwater and Franklin canyons carry a Beverly Hills mailing address and a 90210 ZIP and sit outside the city. Lower Benedict Canyon Drive is inside Beverly Hills; keep going north and you cross into Beverly Crest, which is City of Los Angeles. There the permit comes from LADBS, the city's design review and Trousdale rules do not reach it, and the zone your parcel carries comes off the Los Angeles map instead of the one kept by the Beverly Hills fire marshal at 445 North Rexford Drive. What roof work costs in Beverly Hills

Beverly Hills lands in the upper half of those ranges more often than most of the county, and the reasons are local. Tile is heavy and slow to handle. Period revival rooflines take longer than a plain gable. The city pre-inspects the existing roof deck, a note printed on its own roofing permit application, so a tear-off has an inspection sitting in the middle of it. A public right of way permit has to be in hand before work starts if a truck or a bin will sit in the street. And the week is short. Under the city noise code no permitted construction happens before 8:00 AM or after 6:00 PM on any day, none at all on Sundays or the six listed public holidays, and none on a Saturday inside a residential zone or within five hundred feet of one. Crews are not allowed on the site before 8:00 AM either. The building official can issue an after hours permit, but the city's own roofing application says after hours work is not permitted in residential areas. Common questions about roofing in Beverly Hills

Is my house in a fire zone now when it was not before?

Possibly. The state fire marshal released a new local responsibility area map for the city on March 24, 2025. The fire department's report to the city council on July 15, 2025 says the border of the Very High zone was increased to extend below Sunset Boulevard and captured about 324 additional parcels, and that the new map added a High zone and a Moderate zone the city had not carried before. The map the city had on file before that designated the area north of Sunset. That matters for building and not only for brush clearance. The California Wildland-Urban Interface Code replaced Chapter 7A of the building code on January 1, 2026, and under CWUIC 101.3.1 it applies on any parcel mapped high or very high. Moderate on its own does not pull it in. On a roof it shows up in the details. The city's fire hazard zone handout, written against the 2022 code cycle the WUI code replaced, spells them out: the space between covering and deck closed against flame and embers or carrying a 72 pound mineral surfaced cap sheet, valley flashing of at least No. 26 galvanized metal over a 36 inch cap sheet run the full length of the valley, vents that resist ember intrusion, and gutters that will not hold debris. Confirm the current sheet with plan check before you accept a quote.

Do I need approval to change my roof color or material?

In the Central Area, probably yes. The city says properties there go through its design review process, and it lists new roofing among the aesthetic changes that take some level of it, staff or commission. What it looks at is the part of the house visible from the public street, so the front and some of the sides. The Hillside Area has no design review process at all, which the city states outright. The city does not draw those area boundaries by street name, so check the zoning map for the one your address sits in. If the house is a designated landmark or a contributing property, the work has to meet the Secretary of the Interior's Standards and needs a certificate of appropriateness. The code exempts ordinary maintenance and repair, but only where the work requires no permit at all, so a re-roof does not get in that way. What helps instead is that the director can approve a certificate administratively when the work needs a permit and does not change the design, material or appearance of the character defining features. Putting the same material back is an easier conversation than changing it.

Can I put a metal roof on a house here?

Not the obvious kind, and ask before you order panel. The zoning code sets permissible building materials separately for the Central Area, the Hillside Area and Trousdale Estates, and all three read the same on roofing: wood shake, shingle, asphalt composition, crushed rock, or whatever else the director of building and safety deems equivalent, then a prohibition on reflective, glossy, polished and roll formed metal roofing. Roll formed is how most standing seam panel is made. All three sections also let the director authorize an otherwise prohibited material where it would improve architectural compatibility with the neighborhood, where it continues the architectural style of an existing house being altered or added to, or where it is needed for safety or to comply with other laws. So it is worth asking before you rule it out. Worth knowing too: those same zoning sections still list wood shake and shingle, which the building side of the code no longer allows. The Building and Safety plan notes say no wood roof is permitted as a roof covering, and the city's fire hazard zone handout repeats that wood shingle and wood shake are prohibited regardless of classification.
