Topanga has no city hall. It is unincorporated Los Angeles County, so the permit for a re-roof is a county one, and the canyon is mapped Very High inside a state responsibility area. What Topanga's housing means for your roof
The county has a name for a lot of Topanga, and it is antiquated subdivisions. The Santa Monica Mountains North Area Plan says many of these lots were recorded before 1929, the year the Subdivision Map Act was amended to give local governments more control over development, and it names Topanga Canyon as one of the areas that still carry them. That plan covers the canyon north of the coastal zone. South of that line the county uses a different term, Rural Villages, and seven of the seventeen it lists are Topanga: Topanga Oaks, Topanga Woods, Old Topanga, Upper Old Topanga, Fernwood, Glenview and the Old Post Office Tract. Parcels of 2,000 to 15,000 square feet, often under 4,000 to 5,000, on narrow roads where a row of houses shares one way in. On a roof that reads as staging. The truck parks on a road wide enough for one vehicle, the house sits above it or below it, and tear-off comes down by hand. The county's Land Use Plan puts more than 80 percent of the Santa Monica Mountains coastal zone on slopes of 25 percent grade or steeper, which is why the dumpster usually ends up somewhere that is not your property.
The stock is old and it is mixed. The Census Bureau's 2024 five-year American Community Survey counts 3,638 housing units in Topanga, and 2,406 of them went up in 1979 or earlier. The 1960s alone account for 953, and about 390 predate 1940. The oldest houses started small because the lots did, and they have been added onto ever since, so a Topanga roof is frequently three or four roofs meeting at odd angles. Water comes in at the valleys, the crickets, and the flashing where an addition ties into the old wall, years before the field of the shingle is finished.
The 1990s are the other number, 652 homes against 219 in the 1980s, and the Old Topanga fire started on November 2, 1993 near the water tower on Old Topanga Canyon Road, destroying 388 structures and killing three people by the official count. Shingle laid in the rebuild years is thirty now. What shortens any covering here is the canopy. Where houses sit down in the canyon bottoms, the coast live oak and the sycamores are down there with them, so valleys pack with litter, gutters fill, and water backs up under the course above.
The permit comes from LA County Public Works Building and Safety, for Topanga at the Calabasas/Malibu district office, 27001 Agoura Road, Suite 250, with Regional Planning in the same building. Topanga also straddles a planning line. Much of the canyon is inside the Santa Monica Mountains coastal zone, where the county has issued coastal development permits itself since the Coastal Commission certified the local coastal program on October 10, 2014. The ground north of that boundary falls under the North Area Plan instead. The Coastal Act exempts repair and maintenance that does not add to or enlarge what is being repaired, and improvements to an existing single-family home, at Public Resources Code section 30610, so a like-for-like re-roof is normally exempt. Access is what pushes a Topanga job up inside those ranges. Steep ground slows every square. The truck cannot get close, and the wildland assembly under the covering adds work that a roof outside a fire hazard severity zone never carries. The road counts too. State Route 27 between Pacific Coast Highway and Grand View Drive is still a Caltrans work zone for Palisades fire and winter storm recovery. Caltrans closed that stretch overnight on August 28 and 29, 2026 to put a storm drain under the highway, and called that pipe the last major piece of the recovery on SR-27, with most of the work due to finish by the end of 2026. Tell us which end of the canyon you are on and a delivery gets scheduled around it. Nobody publishes a figure for what the fire assembly adds, so treat a precise number on that line as a guess. Common questions about roofing in Topanga
Is my Topanga house in the fire zone?
Almost certainly yes. The county's published hazard layer returns state responsibility area, Very High, across unincorporated Topanga, from the canyon mouth up to Old Topanga, and those state responsibility area zones carry an effective date of April 1, 2024. The county's planning documents say it in plainer words: the North Area Plan calls the ground north of the coastal zone entirely within the Very High zone, and the certified Land Use Plan says the coastal zone is entirely within it as well. Check your own address anyway, because the canyon has city lines on two sides. The City of Malibu reaches the west side of the canyon mouth and the City of Los Angeles the ridge on the east, and a house over either line permits with that city instead of the county. Either half of the mapping brings the wildland rules in. They apply to any parcel mapped High or Very High, and to every parcel in a state responsibility area whatever zone it carries. The rules used to be Chapter 7A of the California Building Code. On January 1, 2026 they moved into a code of their own, the California Wildland-Urban Interface Code, Part 7 of Title 24, so that is what a plan set should cite now.
What does the wildland code change on the roof itself?
LA County Building and Safety publishes standard construction notes for a fire hazard severity zone, and they cover alterations and repairs to an existing building, not new construction alone. The covering has to be part of a Class A assembly tested to ASTM E108 or UL 790, and the rating belongs to the whole build-up of deck, underlayment and covering. Where the profile leaves a space above the deck, which is tile and most metal panels, the space gets fire stopped or you run a 72-pound cap sheet over the deck first. Valley flashing is at least 26 gage galvanized over a 36-inch-wide cap sheet the full length of the valley. Vents are listed to ASTM E2886 or screened in noncombustible mesh between one sixteenth and one eighth of an inch, and they do not go on the underside of eaves and cornices unless the code's narrow exceptions are met. Gutters and downspouts are noncombustible with an approved way of keeping leaves out.
I keep hearing metal. Is a metal roof automatically Class A?
Not over a plywood deck. The exception that lets metal skip the Class A test is written for metal sheets and shingles on a noncombustible deck, and it covers clay tile and concrete tile on the same terms. A wood deck is combustible, so on one of those a metal roof belongs to a tested Class A assembly like everything else. Metal is still a sound answer in the canyon. Read the listing printed on your quote and check that the deck named in it is the deck you have.
